Heat water in a kadai and add salt, sugar and ghee to it. Let it have a proper boil.
Then add rice powder to it and mix properly. Switch off the gas and cover for 5 mins. let it cool down
In the meantime in another bowl add scraped coconut, jaggery and green cardamom powder and mix well
Now knead the rice powder dough and knead it properly without lumps. Divide this dough in to equal lemon size ball
Take one ball make it flat and stuff a good amout of stuffing inside and seal it.
Similarly prepare all the stuffed dumplings (manda). keep aside
Boil milk in another bigger sauce pan as these dumplings will be cooked in milk.
Add sugar and green cardamom pods to it and let boil properly
Niw slowly add the dumplings to it and cook.
Initially dumplings will sink in but when it is done it will float
Now switch off the gas and serve warm
Heat sugar in a non-stick pan and let it caramel. Then add coconut pieces to it and cook a bit and switch off the gas
Garnish these caramelized coconut to the dumplings.
